employed with SEPTA since 1985. I have been
an active member of COMTO since 2000, serving
and promoting all of our local and national
organization undertakings. Presently serving
as the Chair of the National Garrett A.
Morgan Youth Symposium, member of the Board
of Directors for PENTRAN and Philadelphia
Academies, Inc

1st Vice-President
Emille Williams
Has more than two decades of experience
in fleet management operations within the
automotive and transportation industry.
He joined the Southeastern Pennsylvania
Transportation Authority (SEPTA) in 1995
as Director of the non-revenue utility fleet.
Recognized for his ever-expanding portfolio
of qualifications, he was selected to manage
SEPTA’s Automotive Equipment Maintenance
Division and New Vehicle Engineering. He
resolves vehicle system problems and implements
new technologies for trucks, buses and para-transit
vehicles. He holds a B.S. in mechanical
engineering from Drexel University and a
MBA in finance from LaSalle University.
An active COMTO member, he took the lead
to ensure the Scholarship Golf Tournament
was successful. Emile has the experience
to help lead the Philadelphia COMTO Chapter
along a path of success.

2nd Vice-President
Jeri L.Morton Employed in the transportation industry for 35 years. Conrail, now known as CSX, for 10 years and SEPTA for 27 years. Current position and department with SEPTA; Surface Transportation, Operations Administrator at 1234 Market Street. Previous SEPTA divisions include, Regional Rail and Business Services. COMTO member for 10 years. Involvement with COMTO includes: Correspondence Secretary, Scholarship Luncheon Committee, Marketing and Communication Committee, and Special Events committee. Associate’s from Community College, Bachelor’s and MBA from Eastern University.

Treasurer
Yolanda Romero
Ms. Romero has been responsible for oversight of the WC & FMLA Third Party Administration and in-house staff since 1998. Prior to SEPTA she was employed as Manager of Workers’ Compensation for 16 years in the Health Care Industry. She earned her WC certification from the Insurance Society of Philadelphia in 1988 and holds a B.S. and MBA from Philadelphia University. She has served as Treasurer of the Philadelphia Chapter of COMTO for 7 years and Assistant Treasurer for 2 years. In addition, Ms. Romero chaired the Scholarship Committee for 5 years and has served on the committee since its inception in 2000. She served as a TCRP Ambassador for 2 years. In addition, she has also acted as liaison with COMTO National for Treasurers and conducts annual training for Presidents and Treasurers.

Corresponding Secretary
Jacqueline Mandly
Project Analyst for the Philadelphia
Regional Port Authority since 2007. In this
position Jacqueline works on diverse and
complex issues requiring in-dept analysis;
capably evaluates multi-source data, reconciles
conflicts and translates information into
detailed reports. She proactively communicates
with external and internal customers to
develop strong working relationships. Jacqueline
will draw on these skills as Corresponding
Secretary for the Chapter. Keeping members
informed is key to keeping membership strong
and active. Jacqueline has taken continuing
education courses from Pierce Junior College,
with an emphasis in accounting.

Assistant Treasurer
Mabel L. Montford
Southeastern Transportation Authority SEPTA has employed Ms. Montford for over 29 years. She joined SEPTA bringing four years of human resources experience, working in benefits, recruitment, training, compensation, and equal employment opportunity. Current position and department with SEPTA is Manager, Administration & Finance in Employees Business Services Department of the Human Resources Division. Previous SEPTA experience includes operating experience in departments such as Rail Transportation and Operations Administration. She holds a Bachelor of Business Administration [BBA] in Labor Relations/Accounting from Temple University. Currently, a COMTO member active for many years, with involvement on the Special Events committee and current Chair of the Scholarship Committee.

Financial Secretary
Agnes V. Daniels
Employed with SEPTA for 22 years, currently
in the Real Estate Department at 1234 Market
Street. Involved with COMTO as a friend
and member for the past 10 years. Previously
appointed to the position of Recording Secretary,
and elected to the position Financial Secretary.
Agnes has served on the luncheon committee
for the past several years. I am committed
to the advancement of this chapter.
